Who Is the Norman Community Foundation? NCF is governed by a board of directors representing the Norman area. NCF is managed by the Communities Foundation of Oklahoma. NCF reviews requests bi-annually and awards grants to fulfill unmet local needs. All gifts made are tax-deductible.
